Understand
Jerusalem needs residents. The leaders already live there; for the rest, lots are cast — one family in ten moves to the holy city, nine parts stay in the towns. The people bless the volunteers who step forward willingly, and the chapter lists who settled where: Judahites and Benjaminites in the city, priests and Levites and gatekeepers and singers in their courses, down to the man 'in attendance on the king in every matter for the people.'
